On Sept. 21, 2023 at 1:10 a.m., Katherine Colon was fatally struck by a speeding police SUV in New Britain—she was crossing West Main Street—while her family held a community cookout to honor her memory and call for justice.

Connecticut lawmakers made changes to an old towing law after drivers said high fees and fast tows hurt them.
